This position is responsible for providing education, assessment, counseling, advocacy with creditors, and referral services to financial, credit, housing, and pre-bankruptcy clients in an individual and/or group setting.  This position will also be responsible for assisting the Representative Payee Coordinator with administration and execution of duties set forth by the Social Security Administration (SSA), relative to payee clients.

This position will work with the Financial Health & Wellness (FH&W) Team as we strategically increase the preventative use of our financial counseling and as we assess new tools to facilitate positive behavior changes. These endeavors will help us grow our client base and increase our impact.

Horizons Financial Health & Wellness Department

The FH&W Program raises the economic stability of the region by improving the financial capability of individuals in varying levels of financial crisis or need. We work with individuals through one-on-one counseling, group education and our Representative Payee Program.

We are a HUD approved housing counseling agency, and we are a member of the National Foundation for Credit Counseling (NFCC). Counselors are required to earn and maintain relevant certification from HUD and the NFCC prior to providing counseling.


  1. Willing to travel 50% of the time, specifically travel to Iowa City and locations around the Cedar Rapids area.
  2. Provide clients with an accurate, honest assessment of their financial situation.
  3. Assist clients with developing and attaining counseling goals.
  4. Develop realistic budgets and action plans with clients.
  5. Focus on client needs, using a strength-based perspective.
  6. Establish and maintain good internal and external customer relations.
  7. Develop and conduct community education programs for groups with some programs occurring in the evening or on weekends.
  8. Advocate for clients with creditors in the development of repayment and resolution plans.
  9. Identify prospective areas of program growth.
  10. Enter notes and other important information in client files.
  11. Complete NFCC credit counselor certification within 3 months of date of hire.
  12. Complete NFCC housing counselor certification within 6 months of date of hire.
  13. Provide supervisor with activity reports and other statistics as required by agency, HUD, NFCC and other funding entities.
  14. Actively participate in departmental and agency problem identification and resolution.
  15. Follow agency policies on privacy and confidentiality.
  16. Keep supervisor informed of relevant issues.
  17. Proficient use of Microsoft Office Suite.
  18. Conduct intake, assessment and case planning for representative payee clients.
  19. Apply to the Social Security Administration for payee approval.
  20. Maintain accurate and complete financial records for each payee client.
  21. Completes all reporting requirements of the Social Security Administration.
  22. Pay all payee client bills on a timely basis.
  23. Disburse funds to clients in accordance with Social Security Administration regulations.
  24. Monitor client fees for accuracy and compliance.

Requires a minimum of a Bachelor’s Degree or Associates Degree and 2 years related experience, or 4 years’ experience as a credit counselor, consumer lender, or other related experience.  Experience in marketing and public speaking preferred.


The Financial Counselor / Representative Payee Assistant position is supervised by the Financial Health & Wellness Manager. The employee will get support and direction as needed but will be expected to work without significant direct supervision on a day-to-day basis.


Typical hours are Monday – Friday 8am to 5pm with a one hour lunch.  Hours can vary to meet the program’s needs. 


Strong oral and written communication skills. Must become NFCC certified with 3 months of hire. A positive, non-judgmental attitude toward internal and external customers. Understanding of family dynamics as it relates to money management. Proficiency in the use of windows-based personal computers. Must possess the ability to maintain a positive consistent attitude in working with staff and clients, including holding the belief that people have the capacity to grow and change. This position is a mandatory child abuse reporter and must be re-certified every five years.
